Bio

Melissa Harris is a water resources project manager with 20 years of experience in environmental compliance and water resources planning. She has expertise in federal policy, facilitation, and land management, and is a certified Project Management Professional and a Certified Change Practitioner.  She is the Academic Outreach Director for the Sacramento Valley Chapter of the Project Management Institute, and a member of the City of Sacramento Active Transportation Commission. Melissa has both private and public sector experience, and has lead projects with the US Army Corps of Engineers, the US Bureau of Land Management and the US Bureau of Reclamation. She has a BS in Environmental Resource Sciences from University of California, Davis, and a Master of Environmental Science and Management from the University of California, Santa Barbara's Donald Bren School. Melissa was the client mentor for the 2023 EPM Policy Clinic Project “Analyzing Policies Affecting the Colorado River with a Look Toward Future Development and Shortages," sponsored by ICF International.
