Job Description
Nature-Based Solutions Assessment Lead: NBSS is recruiting a Staff Air Pollution Specialist (SAPS) with experience and expertise in Nature Based Solution (NBS) policy and science, project management, report writing, science communication and data processing. This position will lead CARB's efforts to track progress towards California's Nature Based Solution Targets and CARB's ability to assess the environmental impact of this climate action. Specific duties will include serving as an expert on California's nature based solutions and land management activities and working with local, state, and federal agencies to develop a system for reporting, tracking, and analyzing progress towards California's NBS targets as mandated by AB 1757. The SAPS will also lead the development of an interagency tracking and reporting system of land management activities and any regulatory, public engagement, and interagency coordination aspects regarding monitoring and assessment of climate actions and other land management activities supporting reporting. The candidate also serves as the project manager for external contracts and inter-agency agreements required as part of the section's goals.
Nature-Based Strategies Policy Lead: NBSS is seeking a candidate with experience and expertise in NWL policy development, project management, report writing, and science communication. This position will be CARB's lead in the development of statewide policies, interagency coordination, reports, and communication efforts to fulfill the section's responsibilities. The SAPS will lead the CARB’s NWL statewide climate policy, coordination, and reporting efforts. The SAPS will be lead in coordinating information, reports, and data with local, state, and federal agencies, NGOs, and other public stakeholders. The SAPS will lead the section’s policy development and reporting responsibilities including drafting the NWL inventory, Scoping Plan, policy documents, responses to EO and interagency requests, briefings and workshops.Final filling date for both positions: 8/13/2024The exam to qualify for these positions will be posted soon.
More information about CARB and the NBSS: The California Air Resources Board (CARB) is the State agency responsible for reducing greenhouse gas emissions for the State of California. It is CARB’s responsibility to develop a strategy for California to be carbon neutral by 2045, implement policies to achieve carbon neutrality, and to track progress towards that objective. As part of this effort, Natural and Working Lands (NWL) are a critical component of California’s climate change mitigation strategy. NWL refers to all forests, shrublands, grasslands, croplands, deserts, wetlands, and developed lands within California’s boundaries.The new Nature-Based Strategies Section brings together all of these lands, quantifying their socio-ecological impacts, to formulate statewide holistic nature-based climate action policy. Specifically, this section leads the integration of natural systems into California’s overall carbon neutrality and climate action efforts. The science, policy, and technical work performed in this section will influence high impact policies and programs on local, state, and national levels. To accomplish this, the Nature-Based Strategies Section uses data and scientific inference to inform and develop cutting-edge statewide nature-based policies, decisions, and programs. Work in this section includes:
- Modeling ecosystems in California under current and future conditions to quantify the contribution of NWL to statewide carbon neutrality and to set carbon targets.
- Developing and reporting California’s NWL carbon inventory to track progress towards carbon targets, and monitoring other environmental metrics.
- Performing assessments identifying the driving factors to environmental change, particularly isolating the impact from nature-based management actions.
- Working with other State, Federal, and Local agencies to develop and implement policies that support nature-based strategies.
