Job Description

Duties

  • At the full performance level of Environmental Manager, GS-0401-11, this is a junior to journeyman level position and the duties are:
  • Environmental Manager staff serve as an environmental lead members on project delivery teams with an emphasis on supporting major flood risk management infrastructure improvements in the Sacramento and San Joaquin valleys.
  • Other work may include supporting ecosystem restoration projects, feasibility studies, and military facility improvements within the Sacramento District area of responsibility (https://www.spk.usace.army.mil/Media/Blueprint/).
  • Field work comprises approximately 10 to 25% of the position?s activities and includes vegetation surveys, wetland delineations, special status species surveys, design charettes, interagency meetings, and construction monitoring.
  • Staff learn how to develop their own scopes of work, oversee products prepared by environmental consultants, engage with resource agencies on best practices, and manage compliance with environmental laws and regulations cradle to grave.
  • These include authoring biological assessments and environmental documentation for compliance with the National Environmental Policy Act (NEPA).
  • Developmental opportunities are available through details, disaster recovery missions, and various leadership programs.
  • Perform a variety of specialized work in support of the District's planning, design, construction, and operations for civil works and military programs.
  • Analyze the impact of potential water resources projects on all environmental disciplines including but not limited to fish and wildlife, cultural resources, air and water quality, esthetics, land use, geologic conditions, etc.
  • Develop scopes of work and continuing coordination for those portions of studies accomplished by Fish and Wildlife Service.
  • Monitor contracts in progress and reviewing contractor submittals, accomplishing all required coordination.
  • Assemble data and prepare reports in required format for review by senior environmental resources planners, section chief, and project managers.
  • Assist in developing details of studies and plans and specifications and continuing endangered species consultation during design and construction stages of projects.
