The California Irrigation Management Information System (CIMIS) is seeking a highly motivated individual with an excellent academic, technical, and analytical background in the estimation of reference evapotranspiration (ETo), crop coefficient (Kc), remote sensing of evapotranspiration, and GIS. CIMIS is a network of over 150 agro-climatic weather stations developed in 1982 by DWR and the University of California, Davis, to assist irrigators manage their water resources efficiently. CIMIS also provides spatially distributed ETo data at a 2-km grid by coupling remotely sensed satellite data with station data using a spatial model known as Spatial CIMIS. The incumbent will be responsible for planning, designing, and executing scientific studies to refine and validate methods that CIMIS uses to estimate ETo from ground stations and Spatial CIMIS.
The position will focus on meteorological and spatial data analysis for the estimation of ETo in California. The incumbent will provide expert GIS and data management support to the CIMIS program including geospatial data analysis, data collection, technical research, and data mining and conversion. The incumbent must have excellent knowledge and technical experience to use and oversee the use of the Program's suite of specialized modeling tools and software including Esri ArcGIS, Python, R, and similar scripting languages with spatial analysis capabilities. The incumbent must be able to create interactive visualizations to offer data publicly in accessible and salient formats using ArcGIS (Story Maps, Dashboards, GIS Web Apps). Good knowledge of remote sensing of evapotranspiration is highly desirable. When necessary, the incumbent must be able to brief DWR management and make technical presentations at conferences on results of data collection and analysis. This position requires the incumbent to provide independent leadership, guidance, and technical expertise; work cooperatively with others at the State, local and federal levels; maintain regular, consistent, and predictable attendance.
