Angelly received her Master of Science in Environmental Policy and Management from the University of California, Davis in June 2022. Angelly is an expert in prepaid card procurements and their applications within transit contexts such as mobility wallets. She also is skilled in technical assistance, working directly with transit agencies to deploy open-loop contactless technologies and foster more equitable transit experiences.
