The State Mitigation Planning Unit supports the Cal OES mission and strategic plan through the planning, development, and implementation of mitigation-focused plans. The Unit is responsible for the administration and maintenance of California’s Enhanced State Hazard Mitigation Plan (SHMP or Plan) that enables the State’s access to Federal mitigation funding. The Unit is also responsible for reviewing and updating the California Adaptation Planning Guide (APG). Members of this Unit frequently interact with stakeholders from Local, State, Tribal, Federal, community-based organizations, and private sector agencies through collaborative efforts such as the SHMP Hazard and Working Groups used to update and implement the Plan. This Unit strives to create innovative and accessible plans that reduce the risk to lives, property, and the environment from natural and human-caused hazards throughout the State.

Under the general direction of the Program Manager I, the Associate Environmental Planner performs complex climate and environmental planning efforts relating to mitigation planning within the Cal OES Recovery Directorate. As part of the Hazard Mitigation Planning Division, the Associate Environmental Planner provides support and direction for a variety of mitigation planning, outreach, and implementation initiatives aimed at increasing resiliency throughout California with a particular focus on climate adaptation and equity priority communities. The Associate Environmental Planner performs a range of duties related to the State Hazard Mitigation Plan including complex planning efforts with a specific focus on climate and environmental considerations; scientific, policy, and mitigation research, analysis, and reporting; critical examination of planning efforts; and development of reports and proposals for potential improvements to mitigation planning efforts. Under the direction of the Program Manager I, the Associate Environmental Planner performs similar functions as the Unit’s lead for the California Adaptation Planning Guide (APG) update.

This position is located in the State Mitigation Planning Unit in Mather.

Working Conditions

Telework - This position is eligible for a hybrid work schedule which includes up to two days of remote work per week. Additional in office days m ay be required based on the business need.
