Under the general direction of the Program Manager I, the Associate Environmental Planner is responsible for analyzing potential environmental effects associated with proposed projects and developments, and preparing, processing, and reviewing the complex environmental documents for the Local Hazard Mitigation Planning Unit (LHMP). This may involve serving as a lead over certain tasks, projects, and assists with providing guidance and training to the less experienced Environmental Planner within the unit.

In addition, the Associate Environmental Planner plans and coordinates activities related to the Local Hazard Mitigation Planning Unit’s program, organizes and monitors resources to support implementation of program objectives, and provides a wide range of other analytical and technical tasks, including providing expertise in the areas of climate adaptation, urban and regional planning, and equity. The incumbent reviews local hazard mitigation plans, including mitigation strategies, risk assessments, community capabilities, climate adaptation strategies, social vulnerability analyses, public engagement, and provides training to staff on plan reviews and technical analysis. The Associate Environmental Planner acts as a liaison between the State Mitigation Planning Unit and provides essential local planning information for the State Hazard Mitigation Plan.

The incumbent provides customer service, technical assistance, and training to cities, counties, special districts, and other local planning stakeholders. Supports program efforts to integrate Updated 01/09/2025 diversity, equity, and inclusion (DEI) principles and practices into all aspects of program work, including increasing accessibility of programs to underserved communities. The incumbent analyzes and implements policy, applies regulations, and communicates with state, federal, local, and tribal entities, and other planning stakeholders for the preparation, implementation, and maintenance of Local Hazard Mitigation Plans.
