Under the general direction of the Planning Director, the Senior Manager manages the Environmental Justice and Community Engagement Unit and supervises staff. The position works closely with frontline and historically underserved communities to build lasting relationships; designs and implements engagement strategies and trainings; integrates community priorities into regional adaptation planning and permitting; develops research and policy recommendations; and provides leadership in regional climate adaptation efforts. The position also supports internal efforts to strengthen an inclusive, culturally responsive organization and serves as BCDC’s Tribal Liaison.

The Senior Manager for Climate Equity and Community Engagement serve as BCDC’s agency-wide lead on environmental justice, social equity, and community engagement. This highly visible leadership role advances equitable climate adaptation through policy development, planning, permitting, and partnerships, while building lasting relationships with frontline and historically underserved communities. The position also serves as BCDC’s Tribal Liaison and leads internal equity-focused strategic initiatives.
Essential Functions:
- Lead and integrate environmental justice and social equity principles into regional planning, permitting, and policy development.
- Manage the Environmental Justice and Community Engagement Unit, including staff supervision, work planning, and performance management.
- Design and implement inclusive community engagement strategies, trainings, and partnerships that center frontline and underrepresented communities.
- Guide equitable climate adaptation efforts, including review of shoreline adaptation plans and advising on permit-related community impacts and mitigation strategies.
- Manage and support the Environmental Justice Advisors Program and partnerships with community-based organizations.
- Serve as BCDC’s formal Tribal Liaison, coordinating government-to-government consultation and implementing tribal engagement policies.
- Lead equity-focused strategic initiatives, including implementation of the Equity Action Plan and Strategic Plan priorities.
- Develop and deliver reports, presentations, trainings, and recommendations for agency leadership, the Commission, and external stakeholders.
- Represent BCDC in regional, statewide, and national forums and contribute to an inclusive, culturally responsive organizational culture.
