Under the general direction of the Staff Services Manager III, the legislative outreach manager has responsibility for representing Caltrans' policies and positions before the California State Legislature. The outreach manager is responsible for independently managing core legislative affairs functions and processes. The incumbent manages responses on a portfolio of inquiries, including outreach plans and reports; representing Caltrans' views to the Governor's Office, the California State Transportation Agency, and external stakeholders; and identifying the impacts of legislation and outreach on departmental operations and the state transportation system through the lens of Caltrans' mission, vision, values, and goals. The liaison works independently to develop recommendations for the Governor’s Office, often coordinating cross-functional task forces, and to develop appropriate strategies to secure passage or defeat of legislation.
