Environmental Scientist (Revegetation/Mitigation Specialist)

Under the general direction of a Senior Environmental Planner/Scientist, incumbent assesses the impacts of complex transportation projects on biological/ecological resources and prepares documentation of the assessment for appropriate environmental approvals. This includes, but is not limited to, mitigation measures and permit compliance with the California Environmental Quality Act (CEQA), the California Endangered Species Act, Federal Endangered Species Act, the National Environmental Policy Act (NEPA) and other state and federal laws.

Develop survey protocols and conduct field surveys, compile and analyze data, and conduct resource analysis for inclusion into technical re-vegetation, mitigation, and conservation planning reports. Support mitigation and conservation banking development, conduct mitigation negotiations, develop procedures and standards to mitigate for impacts to threatened, endangered and other sensitive biological/ecological resources, and develop local and regional conservation approaches in coordination with Caltrans staff, private landowners, nonprofits and other agencies. The incumbent will work with federal, state, and local regulatory agencies, including the California Department of Fish and Wildlife, Regional Water Quality Control Board, U.S. Fish and Wildlife Service, U.S. Army Corps of Engineers, National Marine Fisheries Service, U.S. Environmental Protection Agency, and California Coastal Commission for coordination, consultation and compliance with various environmental and mitigation regulations.

Develop project specific mitigation and revegetation plans in coordination with other team members from Environmental Management, Landscape, Project Engineers, Project Management, and external agencies. Monitor designated mitigation areas, as identified in CEQA/NEPA documents and regulatory permits for agency compliance. Negotiate project impact issues with state and federal agencies. Prepare draft/final monitoring reports, including data collection, analysis, data entry and management; create maps and figures; and document monitoring methods, results and conclusions. Evaluate monitoring data to determine if regulatory requirements are fulfilled and obtain agency concurrence. Research, develop and assess remediation options as necessary. Act in the capacity of contract manager and field inspector
