Job Description

The Climate and Clean Energy Equity Fund (Equity Fund), is seeking a consultant to update one of its f ive compendiums of climate and clean energy legislation that has been introduced or passed in state legislatures across the country, known as “policy playbooks.” The work will focus on updating the playbook titled “Utility Reform Policy and Renewable Energy Target Examples.” The work will be conducted in the fall and winter of 2024-2025. Overview of the Climate and Clean Energy Equity Fund The Climate and Clean Energy Equity Fund (“the Equity Fund”) is a groundbreaking funding initiative, started in 2016, designed to drive resources to advance climate and clean energy equity and justice across the country. The Equity Fund is building power to stop climate change and create an equitable clean energy future through a strategic multi-state initiative that is: ● Investing in the leadership and organizing of diverse communities (people of color, indigenous people, those most impacted by climate change); ● Engaging voters through nonpartisan civic engagement campaigns; and ● Winningequitable climate and clean energy policy solutions. The Equity Fund is currently working with grantee partners in 13 states: Arizona, Colorado, Florida, Georgia, Illinois, Maryland, Michigan, Minnesota, Nevada, New Mexico, North Carolina, Pennsylvania, and Virginia. The Equity Fund hosts a Policy Accelerator that lifts up research, analysis, and strategies for policies that improve the conditions of low-income communities and communities of color experiencing the causes and effects of climate change. The Policy Accelerator provides public resources about various clean energy topics as well as direct support to grantee partners by request (including the policy playbooks, issue-specific analyses and fact sheets, informational webinars, and opportunities to share learnings with other grantee partners in different states and regions). Description of Services The research contractor will perform the following services and provide the following deliverables: ● Performacomprehensive review of state-level climate and clean energy legislation related to utility reform or the development or revision of renewable energy targets. This will include legislation that has been introduced but has not passed. ○ Subtopics included in this review are as follows:2 i. ii. iii. iv. v. vi. Governance and management of the entity providing energy Increasing renewable energy generation Resilient grid management Equitable provision of energy services 100% renewable targets that benefit everyone People and Places (ex. Community ownership, customer cost protections and safety net programs, distributed and small scale generation, renewable energy f inancing for low-income customers) ● Addthebill number, title, and a brief summary of each relevant bill to the existing Utility Reform & Renewable Energy Target playbook. ● Updatethe“highlighted bills” section at the start of the playbook if needed. ● Updatethetable of contents to reflect the additions to the policy playbook. The Equity Fund will: ● Provide organizational background information and context to the consultant as necessary to perform the services outlined above; and ● Committoregular communication between staff and consultant to manage the details of the scope of work and provide regular feedback on work in progress. Term The initial term for this work will be 3-6 months, with a possibility of extension to update another one of the policy playbooks. We are anticipating delivery of the final product by spring 2025.
