Community Development Manager (Temporary Position)

About the Public Affairs Team
The Public Affairs team leads MCE’s marketing, communications, and community and stakeholder
engagement. There are three teams within the department that work closely together to deliver a high
standard of professionalism representing MCE and our mission and impact. The Communications and
Community Engagement team provides clear, informative, and engaging information to our
communities, serving as a trusted partner to our customers and bringing the voice of the customer and
community back to agency planning and decision making to further increase effectiveness.
As a Community Development Manager
You will work with a wide range of key partners, community, and stakeholder groups, developing
and managing key relationships, and implementing outreach and engagement strategies to
advance MCE programs and services. This role requires strong relationship management and/or
key customer engagement as you will work closely with community partners, government
representatives, and internal stakeholders.
This position has occasional in-person requirements to attend community/public meetings,
events, and other outreach activities throughout MCE’s Service Area. This includes weekend
and evening events.
Key Responsibilities (Illustrative Only)
● Serve as a key external affairs representative of MCE. Manage and maintain collaborative
relationships with local and regional government staff,
community members, local community-based organizations, business associations, public
officials, and other external stakeholders.
● Represent MCE at events within MCE’s service area, engaging with the community to raise
awareness about MCE’s services and programs.
● Serve as the first point of contact for member communities, addressing inquiries related to
climate action planning, GHG (Greenhouse Gas) reductions, bill assistance for low-income
households, and other programs. Track common issues and escalate concerns as needed to
ensure effective support and maintain strong community relationships.
● Support ongoing community engagement activities, including coordinating sponsorships,
drafting letters of support, and delivering local presentations to strengthen relationships and
promote MCE’s initiatives.
● Assist in organizing and coordinating community stakeholder workshops and informational
sessions by preparing agendas, managing guest lists, creating event schedules, planning and
preparing event sites, managing outreach databases, and ensuring smooth execution of both
virtual and in-person events.
● Assist in contract management with community partners by organizing and supporting mixers,
workshops, and community outreach efforts, ensuring seamless collaboration with local teams
and partners.
● Assist with day-to-day administrative tasks, such as email and calendar management for the
community engagement team.
Minimum Qualifications
Required Skills
● Experience with developing high-quality writing, research, and communication work products.
● Work with diverse communities and be open to new ideas and ways of thinking.
● Project management.
● Experience with delivering clear oral and written communications.
Education and Experience
● Education and/or experience equivalent to a Bachelor’s degree.
● Five (5) years of experience in external affairs, local government relations, client management,
community relations, or escalated customer service roles.
● California residence is required with a strong preference for a candidate residing within
commutable distance of MCE offices as this role will entail the help of planning/attending
events. MCE offices are in San Rafael, and Concord CA.
Knowledge of:
● MCE’s service area and communities.
● Project management and event coordination.
● Best practices for communication with municipal staff and the public.
● Community Choice Aggregation (CCA) landscape in California.
● Microsoft Office Suite, including Excel, Word, PowerPoint, and Adobe Acrobat.
● Google Suite, including Sheets, Docs, and Calendar.
● Diverse cultures and communities such as communities of color, low income, English as a
second language, various ages, and socio-economic spectrums.
● Renewable energy policy and regulation are desirable.
Ability to:
● Engage and coordinate with diverse stakeholders in person, on the phone, and through email
to promote and explain MCE’s programs and services.
● Establish and maintain working relationships with stakeholders and potential partners.
● Multitask on several projects while delivering a consistent, high-quality, and timely work
product.
● Work independently to resolve issues quickly and effectively.
Language and Reasoning Skills
● Exercise exceptional analytical skills, sound judgment, creative problem solving, and
commercial awareness.
● Analyze and interpret large amounts of information quickly and accurately and make sound
policy recommendations.
● Develop high-quality writing, research, and communication work products.
● Deliver clear and persuasive verbal communication.
Compensation & Benefits Competitive compensation based on candidate experience along with generous benefits and perks,
including internet and cell phone stipends, paid sick leave, holiday pay and mental wellness benefit.
● Starting Salary Range for the Temporary Community Development Manager is $45 -
$65 per hour.
